FCC

          Special Access Proceeding

The FCC’s Wireline Competition Bureau revised the specific pricing plans subject to its investigation into the terms and conditions of the special access service pricing plans of AT&T, CenturyLink, Frontier, and Verizon. See the Regulatory Mix dated 10/19/15. In light of the recent transfer of certain assets in California, Florida, and Texas from Verizon to Frontier  and the subsequent tariff filings by Verizon to remove such services from its FCC tariffs and by Frontier to add such services to its FCC tariffs, the Bureau “rolled-in” Frontier Tariff Nos. 13 and 14 into the existing tariff investigation.  The Verizon pricing plans rolled-in to the Frontier tariffs were also suspended for one day from their effective date.

           2016 Lifeline Recertification

The FCC announced the process Eligible Telecommunications carriers (ETCs) should use to elect to have the Universal Service Administrative Company (USAC) perform Lifeline recertification for their subscribers in 2016.   ETCs must notify USAC by May 2, 2016, if they intend to have USAC perform the recertification process on their behalf for 2016. The guidance, including the May 2 deadline, will remain in place for subsequent calendar years unless affirmatively superseded by Bureau or FCC action. Texas

PUC staff has scheduled a public meeting for May 12, 2016, to discuss the overlay of a new area code in the geographic area of the 210 area code.  The 210 area code is running out of telephone numbers so another area code will need to be added to the San Antonio area by the third quarter of 2018.  In October 2015, Neustar, Inc., the North American Numbering Plan Administrator (NANPA), asked the PUC to approve an all-services overlay as the means of relief and recommended a 13-month implementation schedule.  At the hearing staff will take public comments and answer questions regarding the addition of the new area code. The PUC is scheduled to make the final decision in the summer of 2016.

The 210 NPA currently serves the greater metropolitan area of the City of San Antonio including the smaller cities of Alamo Heights, Balcones Heights, Castle Hills, Cibolo, Converse, China Grove, Elmendorf, Fair Oaks Ranch, Garden Ridge, Grey Forest, Helotes, Hill Country Village, Hollywood Park, Kirby, Leon Valley, Live Oak, Olmos Park, Saint Hedwig, Schertz, Selma, Shavano Park, Terrell Hills, Universal City, Von Ormy and Windcrest within the counties of Atascosa, Bexar, Comal, Guadalupe, Medina and Wilson.
