IUB slates workshop in telco regulation proceeding; Docket NOI-2013-0001.

 

Texas

The Public Utility Commission is seeking comment on amendments to its Lifeline and Link-Up rules. The amendments are intended to conform the Texas rules to the FCC’s Lifeline requirements. The proposed amendments are very similar to those contained in the draft rule amendments released in May 2013. Comments are due September 13, 2013.

 

Under Texas rules, all local exchange companies, including CLECs, must offer lifeline service. LECs that wish to be reimbursed for the lifeline discounts they offer can become Eligible Telecommunications Carriers (ETCs) (federal) or ETPs (state). Texas rules allow resale CLECs to become ETPs (resale ETPs).
