TELECOM
Texas
The Texas PUC opened a proceeding to consider changes to its substantive rules as a result of recently-passed legislation. See TMI Bulletin dated June 14, 2013. Interested parties are asked to comment on a strawman, to be released on September 20, 2013, that would amend several PUC rules to conform them to the new laws. Affected rules include: suspension or disconnection of service; information regarding rates and services of nondominant carriers; informational notices and tariff filings by ILECs; administration of the Texas USF, and monitoring of 911 fees. Comments will be due October 14, 2013. Watch for a TMI Bulletin when the strawman is released.
US House of Representatives
The House Subcommittee on Communications and Technology scheduled a hearing entitled “Innovation Versus Regulation in the Video Marketplace” for Wednesday, September 11, 2013. The hearing is an extension of the ongoing work of the subcommittee to examine the Satellite Television Extension and Localism Act (STELA), portions of which are set to sunset on December 31, 2014. Witnesses have not yet been announced. The announcement noted that increased competition and evolving technology have made for a more robust video marketplace but current laws and regulations vary depending on the technology used for delivery.
