The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin.

 

TELECOM

Alaska

The Regulatory Commission  has directed each Alaska-designated eligible telecommunications carrier to file a copy of its 2013 federal High-Cost and Low-Income Annual Report by October 15, 2013. In addition, each Alaska ETC must file a completed and notarized 2013 ETC High-Cost Support Self-Certification Affidavit, in the form specified by the Commission, by November 1, 2013.

Iowa

The ALJ conducting the proceeding to consider CenturyLink’s request that the Des Moines Downtown wire center be classified as a Tier 1 non-impaired wire center for DS1 and DS3 transport and dark fiber (See October 1, Regulatory Mix) has issued a procedural order in the case. Any person not currently a party who wishes to intervene must file a petition by October 23, 2013. CenturyLink’s direct testimony is due October 25, 2013. Intervener testimony must be filed by November 15, 2013. If CenturyLink chooses to file prepared reply testimony and exhibits, it must do so by December 13, 2013. A hearing for the presentation of evidence and the cross-examination of witnesses will be held on Tuesday, December 17, 2013. If needed, a post-hearing briefing schedule will be set at the conclusion of the hearing.

Utah

The PSC is considering CenturyLink’s request that the Clearfield and Kearns wire centers be added to its list of non-impaired wire centers. CenturyLink seeks to designate each wire center as Tier 2 for DS3 transport and dark fiber based on the number of fiber-based collocators. Interested parties may submit comments by October 11, 2013.
