TELECOM
FCC – still closed
The FCC has cancelled its open meeting scheduled for October 22, 2013. The agenda for that meeting included consideration of a Report and Order in the FCC’s Rural Call Completion proceeding. The FCC said that, due to the government shutdown, it was unable to issue the required Sunshine Notice. It said that as soon as it resumes normal operations it would “promptly issue a Sunshine Notice and announce a new date for the October Meeting.”
Arizona
In September 2013, CenturyLink asked the Corporation Commission to approve the designation of the following wire centers as Tier 1 wire centers non-impaired for DS1, DS3 Transport, and Dark Fiber: Mesa Main (MESAAZMA), Superstition West (SPRSAZWE) and Tucson Main (TCSNAZMA). The requested change in designation from Tier 2 to Tier 1 was based on the number of fiber-based collocations in each central office.
Competitive carriers Eschelon Telecom of Arizona, Inc., Mountain Telecommunications, Inc., and Electric Lightwave, LLC, all doing business as Integra Telecom, have been attempting to confirm the fiber-based collocators in all three wire centers. So far, they have been able to confirm the collocators in the Mesa Main and Tucson Maine wire centers. However, they have been unable to confirm all of the fiber-based collocations in the Superstition West wire center.
Integra said that it and CenturyLink are working with the remaining carrier to verify its fiber-based collocator status in the Superstition West wire center. In addition, CenturyLink invited Integra to participate in an on-site inspection of the fiber based collocations in the Superstition West wire center if the carrier remains non-responsive. Accordingly, Integra requested that it be given additional time to work with CenturyLink to finalize the verification of fiber based collocations in the Superstition West wire center.
Until final verification can be completed, Integra objects to CenturyLink’s request to reclassify the Superstition West wire center on the ground that the record is insufficient to support CenturyLink QC’s request. To the extent the remaining carrier confirms it is a fiber-based collocator or Integra visually verifies its status as a fiber collocator in the wire center, Integra will withdraw its objection. If the remaining carrier claims it is not a fiber-based collocator in the wire center in question Integra requests that the parties meet to discuss the discrepancies and attempt to either find resolution to the discrepancy or set a schedule to resolve the dispute before the Commission.
