TMI's Regulatory Mix

The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin.

The PUC has scheduled a workshop on December 3, 2013, starting at 10:00 a.m. to discuss a reasonable performance bond amount for CPCN and Wireless Identification Registration (WIR) holders. (There will be a listening-only phone bridge.) The bond was initially set at an amount of $25,000 for both CPCN and WIR holders. The assigned ALJ was directed to schedule a workshop to further address the performance bond requirement with respect to:

  1. whether the bond size or amount should be dependent on the type of license or services offered,
  2. whether the bond should be applicable to existing carriers, only to transferees, or to new applicants only, and
  3. whether alternatives can be considered in lieu of the performance bond.

The PSC has issued a Notice of Hearing in its proceeding addressing area code relief in the 843 NPA. At the hearing on December 3, 2013, the PSC will discuss a petition filed by NANPA and the industry recommending that the PSC approve an all services distributed overlay of the 843 NPA. The Petition states that the consensus plan is based upon NANPA’s projections that absent NPA relief, the supply of central office codes for the 843 NPA will exhaust during the fourth quarter of 2015. The Petition also requests that the PSC approve the recommended 13-month implementation schedule.
