The Regulatory Mix

The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin.

FCC

The FCC announced the timeline for completion of the 2015 urban rates survey. The information collected in this survey will be used, among other things, to develop voice and broadband benchmarks that will be in place in 2015. For the 2015 survey, the Bureau has removed all questions regarding non-recurring charges on both the voice and broadband surveys and a question about taxes, surcharges, and TRS charges on the voice survey. Notifications that a provider is required to complete a survey will be sent via email to each selected provider’s FCC Form 477 contact person and certifying official on or around October 28, 2014. The survey consists of an online reporting form which will be accessible only to the selected providers. The email notification will provide detailed information on how to access and complete the survey online report form and how to obtain technical assistance. Completed surveys will be due on November 26, 2014. See the Regulatory Mix dated 10/8/14.

Illinois

The Commerce Commission revised its Service Quality Requirements applicable to Wireless Eligible Telecommunications Carriers (WETC). The revised rules clarify that for WETCs that are designated as ETC providers for the sole purpose of receiving federal universal service Lifeline support, the requirements only apply to the Lifeline Supported Services of those WETCs. The language regarding back-up power and service area maps were revised. The majority of the existing rules were repealed. The rules were posted by JCARR on October 23, 2014. They should become effective in early 2015. TMI Regulatory Bulletin subscribers see Bulletin dated 10/27/14.
