FCC

Wireless 911 Accuracy

The FCC extended the time for filing comments on the “Roadmap for Improving E911 Location Accuracy” (Roadmap) filed by the Association of Public-Safety Communications Officials (APCO), the National Emergency Number Association (NENA), AT&T Mobility, Sprint, TMobile USA, and Verizon. See the Regulatory Mix dated 11/25/14. Comments are now due December 15, 2014, and reply comments are due December 24, 2014. They had been due December 10, 2014, and December 17, 2014, respectively.

 

Pennsylvania

In a Press Release, the PUC announced that it voted to fine 12 transportation companies and two telecommunications companies for failure to file an assessment report demonstrating their gross intrastate operating revenues for the 2010, 2011, and 2012 calendar years.  In addition the PUC will revoke their certificates, prohibiting them from operating in Pennsylvania if they fail to pay the fine and file reports for the years in which they failed to file.  Telecommunications operators who face $3,000 fines for failing to file an assessment report for the 2010, 2011, and 2012 calendar years include: Worldnet Communications Inc. T/A TMS (Onondaga County, N.Y.) and Talkspan Inc. (Fulton County, Ga.). The PUC is funded by assessments of regulated utilities. The PU Code authorizes the PUC to impose civil penalties on utilities for violations of the PU Code and PUC regulations.

 

Washington

Neustar, lnc., the North American Numbering Plan Administrator (NANPA), notified the Utilities and Transportation Commission that the 360 NPA is less than 36 months from its forecasted exhaust of third quarter 2017. NANPA recommends that the UTC consider moving forward with relief plans to introduce the new relief area code before the 360 NPA is exhausted of central office codes.  Currently there are 35 prefix codes available for assignment.  In June 2000 the UTC adopted an overlay plan as the relief method for the 360 NPA and assigned the 564 NPA.  The plan called for the new 564 NPA to extend over the 206, 253, 360, and 425 NPAs.  The Commission has opened a new docket to address this issue.
