The Regulatory Mix, TMI’s daily blog of regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court, issues that our regulatory monitoring team uncovers each day. Depending on their significance, some items may be the subject of a TMI Regulatory Bulletin.

 

 

TELECOM

FCC

          March 26 Open Meeting

The FCC announced the agenda for its Open Meeting scheduled to be held on March 26, 2015. The FCC will consider the following:

  • A Notice of Proposed Rulemaking to implement Section 102 of the STELA Reauthorization Act of 2014, which directs the FCC to adopt rules that permit the modification of a commercial television broadcast station’s local television market for purposes of satellite carriage rights, including the promotion of consumers’ access to television broadcast station signals that originate in their state of residence;
  • An Order addressing the recommendation of the North American Numbering Council regarding what company should serve as the next local number portability administrator.

       

         Electronic Filing

The FCC announced that its Electronic Filing Comment System can now be used to file Petitions for Rulemaking. Online filing of petitions for rulemaking is optional. Paper filings of petitions will still be accepted.

 

         Cybersecurity

The FCC’s Public Safety and Homeland Security Bureau seeks comment on the report on Cybersecurity Risk Management and Best Practices submitted by the fourth Communications Security, Reliability and Interoperability Council. Comments are due May 29, 2015; reply comments are due June 26, 2015. The Bureau seeks comment on the cybersecurity risk management recommendations in the report and/or suggestions of alternatives to better achieve the FCC’s goals. Among the areas for comment are whether the recommendations are sufficient to meet the FCC’s goal of reducing cybersecurity risk to critical infrastructure, enterprises, and consumers; how several of the recommendations could be implemented; and barriers that would inhibit the effective application of the voluntary mechanisms.
