Today’s Regulatory Mix: Kentucky PSC Hearing on Proposed Pole Attachment Rules July 29,  White House Urges Infrastructure Training  Kentucky PSC Hearing on Proposed Pole Attachment Rules July 29  Earlier this year, HB 320 was signed into law, requiring the Kentucky Public Service Commission (PSC) to pass administrative regulations about pole attachments under its jurisdiction, including those necessary for the provision of broadband. The PSC is holding a virtual public hearing on July 29. The PSC proposes changing the process by which it regulates the rates, terms, and conditions of utility pole attachments and access to other utility facilities, establishes criteria and procedures for obtaining access to utility poles, and creates a complaint process. The goal of the bill is to promote communications build-out, particularly high-speed internet, across the state.  White House Urges Infrastructure Training  The White House released a fact sheet last week titled “How the Build Back Better Plan Will Create a Better Future for Young Americans.” In part, it calls on Congress to significantly increase investments in American workforce development infrastructure and worker protection.  “This includes registered apprenticeships and pre-apprenticeships, creating one to two million new registered apprenticeships slots, and strengthening the pipeline for more women and people of color to access these opportunities through successful pre-apprenticeship programs such as the Women in Apprenticeships in Non-Traditional Occupations.”  ____________________________ The Regulatory Mix, Inteserra’s blog of telecom related regulatory activities, is a snapshot of PUC, FCC, legislative, and occasionally court issues that our regulatory monitoring team uncovers each day.
